FRESNO, CA — The Fresno Council of Governments invited residents Wednesday to provide input on the region’s transportation future, provided they could first successfully distinguish between the FTIP, RTP/SCS, EIR, and Air Quality Conformity Analysis without accidentally summoning a federal transportation administrator.
The public hearing concerned several planning documents that will guide billions of dollars’ worth of transportation decisions throughout Fresno County.
Officials stressed that ordinary residents were welcome to participate.
“Public involvement is the cornerstone of regional transportation planning,” said one completely real COG representative. “That’s why we’ve made the process accessible to anyone possessing a master’s degree in urban planning and approximately six uninterrupted weeks.”
Several Fresno residents reportedly arrived believing they would be asked straightforward questions such as whether Shaw Avenue needs fewer potholes or Highway 41 should move faster than a livestock auction.
Instead, attendees encountered documents bearing names including the Draft 2027 Federal Transportation Improvement Program, Draft 2026 Regional Transportation Plan/Sustainable Communities Strategy, and Draft Environmental Impact Report.
One resident attempting to determine whether he supported the RTP/SCS accidentally began reading the FTIP conformity analysis and was later found wandering Tulare Street asking passersby what year it was.
Officials emphasized that the planning process remains open and transparent.
“At any point,” the COG representative added, “members of the public are free to submit a comment explaining that they have absolutely no idea what any of this means.”
At press time, Fresno COG was reportedly considering a new transportation initiative under which residents would simply point toward whichever road makes them angriest.
